Fixtop was not developed specifically for menu or other navigation controls, but it can sure help a lot in making them stick to the site's header when scrolling long pages.
Of course other HTML elements can be placed inside a Fixtop container, elements like buttons, raw text, forms, social sharing controls, etc..
Fixtop works regardless, and also takes into account the element's natural position on the page. This means if the element's natural position allows it to be viewed without being in a fixed position the element is left alone, but when it scrolls outside the viewport, the element is stuck to the header.
